Entrepreneur....a little early?

This morning, Cat was holding her pocket tight and was making a jingle sound as she left for school. I asked her what what she needed the change for. She said, "My friend is having a garage sale out of her backpack. Everything is $1, except for one thing that is $20. I'm going to buy the flower pin for a $1." I swear she must have taken that dollar in pennies.

Is that legal at school? Will I be getting a phone call to come bail her out of jail, I mean school?
